National Library Council

The Council of the National Library of the Czech Republic (hereinafter only the Council) had four meetings during the year 2000, two of which were regular (i.e. absolute majority of the Council´s members was present) while the other two were held as informal discussions.

Besides the questions and problems concerning the National Library´s budget, annual report for the year 1999, and its public relations, the Council devoted itself to two crucial spheres, namely the reconstruction of Clementinum, and library projects and programmes.

The council was presented with a detailed structured material concerning this field. At present, financial contributions from abroad decreases while the financial support from inland sponsors continues. The programme of Public Information Service of Libraries included into the plan of state information policy would finance the needs and demands in the way better than before. It is substancial that the resources as above makes ca 30–40 % of the total NL budget.

  • development and improving of the NL activities is hardly imaginable without grants and subsidies. Despite of the fact that this way of funding is difficult, the National Library has already managed to be a better mixer in the management and organization sphere than before;
  • some projects result in further financial demands in the future, it is necessary to work on prognoses in order to minimize losses and to cover the following needs of estates, investments and material management;
  • grant programmes administrators would provide possibility to include future needs in the already presented projects and cover them from allocated grants.
Reconstruction of Clementinum

In May, 2000, the NL Council was submitted with a detailed material concerning this problem. The Council was worried with the fact that the matter in question did not make considerable headway and occupied itself with it again in autumn 2000.

The Lady President and the Vice-President of the Council together with the Director of the National Library were entrusted to negotiate with the Minister of Culture on necessity of supporting the significant project of reconstruction of Clementinum. Due to unfavourable facts, the meeting had not been realized till the end of 2000.

However, the Government´s resolution on the construction of the National Technical Library´s building and moving the present State Technical Library out of Clementinum connected with the task to submit to the Government a proposal of further use of the empty premises in Clementinum by April 30, 2001, together with its reconstruction, brought the whole affair to a higher level of negotiation.
